It Reads the Composite, Not the Layers
A PSD contains your layers and, separately, a flattened preview of the whole document. This conversion reads that composite, which is what you see when you open the file — hidden layers stay hidden, and adjustment layers are already applied. There is one gotcha worth knowing: Photoshop only writes that composite when "Maximize PSD Compatibility" is enabled, and files saved with it off can come back blank or wrong. If the result looks empty, re-save from Photoshop with that option on.
